Viktor Popkov was born in Moscow in 1932. Painter and graphic artist. Studied at Moscow Art and Graphics Pedagogical College in 1948-1952; Moscow Art Institute in 1952-1958 in the studio of E. Kibrik. Lived in Moscow. Painted thematic compositions. Died in Moscow in 1974.
